Today’s gem is a little a little difficult to date, so I’ll be lenient with the exact date unless you can figure out the hint.
Hint: This picture was taken two years after one of the buildings in this picture was built.

Interesting.
I see a couple of things that should be clues but I'm not ready to interpret them. The architecture makes me think of City Hall. And we're in the trolley/horse era.
This will take some time!
I was going to guess City Hall, but the roof line is different.
And just like that, I think I have it.
I've seen this picture, or one like it before, in the courthouse downtown. Have no other clue.

Yeah, I didn't think it *was* City Hall.
But now I see a very significant difference in the architecture. A whole collection of features, and I think they add up to a pretty good clue. But so far that clue hasn't led me to a good answer.
You guys are way better at this than me.

Not really making any further progress.
The features I noticed are Egyptian Revival. Look at the gargoyles, the frieze, and the birds (an eagle and a phoenix or something). But the picture is obviously too early for the Art Deco stuff like in the Chrysler Building, so I guess there was another Egyptian boom earlier than that. So.... I don't know. Anybody connect this with anything?
Chyll Will must expect us to get some clue from the bridge between the buildings, but it's not ringing any bells for me.
Lucking into it is okay as long as you didn't take the forbidden route >;) I knew this one would be tough so I threw in the bonus question. I'll explain how to get the date at the update, sorry for the potential face palms...

I've also just kind of lucked into it. Trying to get a lead on the building on the right, I stumbled on a picture of the building on the left.
So, I know the bonus question answer, and I can tell the date from the hint but not otherwise (and indeed I would have guessed it was a bit later).
Got it, but I'm sure I'm not the first one (as evidenced by the comments above).
Actually found it by looking for the thing you were looking for the nickname of...ur, you know what I mean.

My guess, The Tombs around 1905 when it was kinda new.
I found the answer too, searching for the skywalk connector thingy. Found it right away then. Is that cheating?
That Tombs was built in 1902. So this is 1904. The B&W makes this hard because I thought the Criminal Courts building was terra cotta, so I was looking for a white building. Guess it's brick. I thought it was that building across from the Tweed's courthouse. Wrong.
UPDATE: I had given the wrong number of years in the hint by mistake, Here's the answer.
And that bridge was nicknamed the Bridge of Sighs. Similar to the more famous connecting bridge in Venice. Last sight of freedom for prisoners entering the Tombs. I guessed 1904 as well from the hint.
