7.03 Two runners may not occupy a base, but if, while the ball is alive, two runners are touching a base, the following runner shall be out when tagged. The preceding runner is entitled to the base.

Lead runner gets the base, so following runner is out. Then he tagged the lead runner who was off the base.

Hey -- I was watching in a bar. [10] Exactly the right rule, but wrong call, right? Because the leading runner was not on the base when the trailing runner was tagged, so the trailing runner was in a safe position.

Maybe there are subtleties I'm missing.
